NEW CHRB LICENSING REQUIREMENTS For New Owner’s Licenses and Renewals

With the return of live racing in California, owners who need to renew their licenses or those who are applying for a new owner’s license should be aware of the new CHRB requirements, outlined below.

RENEWALS

CHRB licensing offices are now open at Santa Anita, Los Alamitos, and Golden Gate Fields for renewal applications. Protective shields have been installed at the licensing offices to assist with mitigating the risk of COVID-19 for CHRB staff and the public. Renewals may also be done via email or mail. NEW OWNER’S LICENSES

Out of State Owners

Applications can be made via email, fax, or mail. Contact one of the licensing offices listed below to get the appropriate application paperwork and determine the best way to submit it. If licensed in another state, CHRB will accept a Fingerprint Affidavit form. If not currently licensed in another state, you will be provided with a Live Scan form to process at a facility in your area. You will then be licensed for purposes of entering a horse, but not given a physical license.  If a physical license is needed, CHRB can arrange to get a photo taken.  Since CHRB cannot use a photo provided by the licensee, you will need to have a photo taken at one of their licensing offices.

California Residents

Beginning May 16, new owners may apply for an owner’s license at any of the CHRB licensing offices now open at Santa Anita, Los Alamitos, and Golden Gate Fields. Owners can also apply via mail, fax, or email at one of the licensing offices list below.
